I agree with you that the current default Enhancement Shaman template is flawed, but I don't agree with some of your proposed changes either.
1) Yes, INT deserves a weighting >1. Due to the Mental Agility talent, we get 1AP per 1INT. INT also gives us spellcrit AND because of Mental Quickness it gives us spellpower from the AP Mental Agility gives us. My weighting of INT is usually greater than 1.4, based on EnhSim calculations.
2) Yes, we want slow weapons. In my opinion, however, restricting the swingspeed to be 2.3 at minimum is not the right way to achieve the end result of only showing the slower weapons as better -- you should actually give "MH/2H Weapon Speed" and "OH Weapon Speed" point values, so that slower weapons have more points than faster ones. There are cases where a faster weapon (with sufficiently better all around stats) WILL give you more DPS.
The way to calculate weapon speed values is to find how much 1AP increases your DPS, usually calculated through the use of a simulator, and then to see how much your DPS increases by increasing your weapon speed slightly. The formula would be:
[(DPS with Slow Weap) - (DPS with Fast Weap)] / [(difference in speeds) * (DPS per AP)]
For example, lets say increasing my mainhand by 0.1 speed gives me 10 additional dps, and i know that 1 more AP give me 0.5 more DPS. The point weighting, assuming that 1AP = 1 point, is 10/(0.1*0.5) = 200 Effective Attack Power = 200 points in LootRank.

In my experience, meta gems (Relentless Earthsiege or Chaotic Skyflare) are usually worth more than 75 Effective Attack Power, more like 150+. Also, you have AP as 1.1 points, and STR as also 1.1 points. I find it is usually simpler to use a baseline of 1AP = 1 point, and with Blessing of Kings (present in almost every raid) 1 STR would equal 1.1AP, or 1.1 points, rather than your weighting of 1.1STR = 1.1AP.
Also, your Mainhand Weapon DPS seems too high at ~9 Effective AP. According to my simulator calculations, it is usually below 6.
